California has among the most comprehensive tenant protection laws in the US. The Tenant Protection Act of 2019 (AB 1482) caps annual rent increases at 5% plus local CPI (max 10%) for covered properties and requires just-cause eviction for tenancies over 12 months. Many cities layer additional local rent stabilization ordinances on top. Security deposits are capped at one month's rent for unfurnished units (effective July 2024 under AB 12). Landlords must provide 30-day notice for increases under 10% and 90-day notice for increases of 10% or more.
